California Did Not Ban Your Gas Mower. Here Is What the Rule Actually Says

California's small off-road engine rule, which took effect with model year 2024, requires most newly manufactured gas equipment rated at 25 horsepower or under to be zero-emission if it is to be sold in the state. It applies to manufacturers building new units. It does not make it illegal to own, use, repair or buy a used gas mower in California, and it never did.

That distinction has been mangled repeatedly, and it matters well outside California, because other states look at what California does. If you are deciding whether to replace working equipment, you should be deciding on the actual rule rather than the version that travels on social media.

What the rule covers

Small off-road engines - the category covers spark-ignited engines at or below 25 hp, which is most of what sits in a suburban garage: mowers, leaf blowers, chainsaws, string trimmers. For model year 2024 and later, emission standards for equipment produced for sale in California went to zero for those categories.

Generators and large pressure washers were treated differently, and this is the part most coverage dropped. Rather than going to zero in 2024, their standards were tightened by 40 to 90 percent against the previous rules. Gas versions remained legal to sell. Their zero-emission requirement arrives with model year 2028.

What stayed legal

All of the following, without qualification:

• Using gas equipment you already own.
• Repairing it, indefinitely.
• Buying gas equipment used, from a neighbour or a marketplace.
• Buying older stock still sitting on a retailer's shelf.

There is no confiscation programme and no penalty for ownership. If you own a gas mower in California, the rule changed nothing about your Saturday. What it changes is the shelf, gradually, as new inventory turns over.

Whether you should switch anyway

Where it does not hold is a full working day of clearing, wet heavy leaf fall, and anything approaching an acre in one session. Battery runtime and recharge time are still real constraints, and a professional crew that cannot refuel in a minute loses money. Anyone telling you the gap has closed everywhere is selling something.

One more consideration that rarely gets said: replacing equipment that still works has its own environmental cost. Manufacturing a new machine is not free. Running a healthy gas mower to the end of its life and then buying battery is a defensible choice, not a moral failing.

What this does not tell you about your own town

State rules and municipal rules are different layers. A number of cities have their own restrictions on gas leaf blowers - some by hours of use, some outright - and those apply to operation, not just sale. This report is about the state manufacturing rule. Check your own municipality before assuming you are covered either way.

Rules in other states are also moving at different speeds, and proposals get reported as though they were law. We looked at one such proposal while researching this piece and could not confirm its current status from the legislature's own record, so we are not reporting it as fact.

Common questions

Is it illegal to use a gas lawn mower in California?

No. The rule applies to manufacturers producing new equipment for sale in the state. Using, repairing and buying used equipment remain legal.

Can I still buy a gas mower in California?

You can buy one used, and you can buy older stock that was already in the retail channel. What manufacturers can no longer do is build new non-zero-emission units in the affected categories for sale there.

What about generators?
